Inclusiveness of consumer access to food safety: Evidence from certified rice in Vietnam

Food safety of staple crops such as rice is global concern and has recently risen to the top policy agenda in Vietnam. Policy makers have introduced food certification, but little known about inclusiveness consumer access certified safe food. To address this evidence gap, we survey purchase behavior urban Vietnamese consumers. We find that income largely conditions psychological determinants purchase. Compared with upper-middle class, low-income consumers are 16% less likely afford rice, which reveals Vietnam's challenge render inclusive for rice. conclude by proposing guidelines fostering a basic right.
